In the last five years over 5,000 Self-Employed
persons landed in Canada.
Requirement
Self-employed immigrants must demonstrate that they have the intent,
relevant experience and ability to become economically established
in Canada by creating their own employment and contributing
significantly to Canada in one of the following areas:

Canada's sphere of Arts and Culture, either through
performance at a world-class level or self employment in the
discipline, as in the case of dancers or experienced
choreographers;
-
Canada's ability to compete in athletics, either
through performance at the world-class level or self- employment
in the discipline, as in the case of figure skaters or coaches; or
-
Canada's economy, through the purchase and
management of a farm in Canada.
Other business immigrants with more generic business
abilities will be required to meet the other immigration categories.
Selection Criteria
Applicants must first meet the Self-Employed Business immigration
definition, and then they will be evaluated against a selection
grid. Applicants must obtain a minimum of 35 points.

On the
28th of June 2002, the Government of Canada introduced new
immigration regulations. These regulations
have brought about significant changes to all economic class
immigration programs, which include, federal skilled workers,
federal investor, federal entrepreneur, federal self employed and
provincial nominee programs.
The selection rules for the skilled worker have been altered to
reflect a new and more subjective point system, which allows for
positive or negative discretion based on the probability of an
applicant’s successful establishment in
Canada.
The new rules were implemented with retroactive effect under a
two-tiered pass mark. Skilled worker applications filed before
January 1st 2002, which do not receive a selection decision prior to
April 1, 2003, must score 70 points under the new rules. Skilled
worker applications filed after January 1, 2002 where a positive
selection decision has not been reached by June 28, 2002, are
henceforth subject to the new selection criteria and require a pass
mark of 75 points under the new rules.
